Meaningful Content = Benefit customers & you (sales and links).
Frequent New Content = Google Love.

Content should be created with your visitors in mind. Visitors have the potential to turn into buyers. Search Engines do not.

Content should also be added on a regular basis. This gives the search engines something to index and the customers something to come back to. There is nothing worse than a stagnant site. Fresh content gets you “Google Love” with increased indexing patterns. I've tested this and found it to be true.

Your goal should be both - Frequent and meaningful content.

Absolutely agree. The unique valuable content will drive up the traffic to the Web site. It will also improve ranks in search engines.
